Is an electronic signature legal in Rwanda?

Yes. Law N° 24/2016 of 18/06/2016 governing ICT recognises electronic signatures in Rwanda, and a PAdES digital signature with an audit trail meets its secure-signature tests.

Last reviewed 11 October 2026 · Sealique

The law follows the UNCITRAL Model Law on Electronic Signatures: a signature is valid when it is linked to the signer, under the signer's control and able to reveal later changes. This page summarises the Rwandan rules in plain language, lists the documents that still need paper, and explains how Sealique produces evidence that satisfies each test. Key facts

  • Law N° 24/2016 of 18/06/2016 governing Information and Communication Technologies is Rwanda's current e-signature law; it replaced Law N° 18/2010 on electronic messages, signatures and transactions.
  • The law provides for two tiers: a basic electronic signature and a secure electronic signature backed by a certificate, with the secure tier carrying the stronger presumption.
  • The predecessor law excluded wills, negotiable instruments, powers of attorney and transfers of immovable property from electronic form; check the current text before signing such documents electronically.
  • A Sealique seal is a PAdES digital signature issued under the platform's own Root CA, with a hash-chained audit trail, consent records and e-mail verification of each signer.
  • Anyone can verify a sealed PDF in Rwanda or abroad on the public verification page, with no software to install.

Which law governs electronic signatures in Rwanda?

Rwanda regulates electronic signatures through Law N° 24/2016 of 18/06/2016 governing Information and Communication Technologies (the ICT law). It replaced Law N° 18/2010 of 12/05/2010 relating to electronic messages, electronic signatures and electronic transactions, which introduced the definitions still used today. The texts are published in the Official Gazette; an English analysis is available from ARTICLE 19 (2018) and a 2025 country report from the Digital Cooperation Organization.

Like most East African statutes, the Rwandan law is technology-neutral and follows the UNCITRAL Model Law on Electronic Signatures (2001): an electronic signature cannot be refused legal effect only because it is electronic, and a signature that satisfies a reliability test is treated as equivalent to a handwritten one.

What is the difference between a basic and a secure electronic signature?

A basic electronic signature is any electronic data attached to a document to show the signer's intent, such as a typed name or a drawn signature. It is valid, but if it is challenged the party relying on it must prove who signed and that the document did not change.

A secure electronic signature is one that is unique to the signer, capable of identifying the signer, created under the signer's sole control and linked to the document so that any later change is detectable. Under Article 32 of Law N° 18/2010 (text on WIPO Lex) a digital signature that meets listed public-key conditions is treated as a secure electronic signature, and the 2016 law keeps this two-tier structure.

Which documents still need a handwritten signature in Rwanda?

The 2010 law listed documents excluded from electronic form, among them wills, negotiable instruments, powers of attorney and contracts transferring immovable property; the ICT law of 2016 keeps the principle that certain acts may be excluded by law. Before signing a will, a land transfer or a notarial deed electronically, confirm the current list with a notary or lawyer.

Everyday business documents such as contracts, service agreements, offers, approval letters, memoranda of understanding, HR letters, attendance registers and meeting minutes can be signed electronically.

How does a Sealique signature meet the Rwandan tests?

Uniquely linked and identifying: every signer receives a personal signing link at their own e-mail address and, when the sender asks for it, must enter a one-time code sent by e-mail; the sealed PDF carries a PAdES digital signature issued to that signer under the Sealique Root CA.

Sole control: the signing identity is created for the signer alone and the private key material is encrypted at rest; the certificate of completion lists the signer's e-mail, IP address, device and the exact time of each step.

Change detection: the PDF is sealed with a platform certification signature and one PAdES signature per signer, its SHA-256 fingerprint is stored, and every event is written to a hash-chained audit log. The public verification page reports any later modification.

Is a sealed PDF accepted in a Rwandan court or by a public office?

Electronic records are admissible in Rwanda, and the weight given to them depends on the reliability of the method. A PAdES signature, the certificate of completion and the audit trail are the evidence a court or auditor will ask for. Some public offices still require a specific national-PKI certificate for certain filings; ask the office in question first.

Questions people ask

Is an electronic signature legally binding in Rwanda?

Yes. Rwanda's ICT law of 2016 gives electronic signatures legal effect, and a secure electronic signature is treated like a handwritten one.

The strength of the evidence depends on the method: a drawn signature alone is weaker than a PAdES digital signature with an audit trail.

Does Sealique issue a secure electronic signature under Rwandan law?

Sealique produces PAdES digital signatures from identities issued by its own Root CA, with the identification, control and change-detection evidence the law describes.

The platform is not a government-accredited certification authority; where a filing requires a national-PKI certificate, that certificate is still needed.

Can I sign a lease or a land sale agreement electronically in Rwanda?

Transfers of immovable property were excluded from electronic form under the 2010 law; confirm the current rule with a notary before signing such a deed online.

Ordinary leases and most commercial contracts can be signed electronically.

Is a PAdES signature the same as a Rwandan national digital certificate?

No. PAdES is the technical standard for PDF digital signatures; the issuer can be a national PKI or, as with Sealique, a private Root CA.

Both produce verifiable PAdES signatures; what differs is who vouches for the signer's identity.

Does the signed document need to be in Kinyarwanda?

No. The law does not prescribe a language for the document; Sealique itself works in Kinyarwanda, English, French, German and Kiswahili.
